Information on the senior leadership at the council.

Meet the senior leadership team responsible for managing the council’s day-to-day operations and supporting councillors in shaping services for our communities. They translate political priorities into action, oversee major services and risks, drive transformation, and work with partners to improve outcomes for residents across the county.

Chief Executive

Paul RobinsonPaul Robinson

Paul heads up the council’s senior leadership team, supporting councillors and staff to deliver statutory services for people in Worcestershire. In a challenging financial climate, Paul ensures that, through his team, the council and the services it provides, remains safe and legal. He also works with partners at local, regional and national levels to strengthen opportunities and outcomes for Worcestershire.

Strategic Director for Economy and Infrastructure

Rachel Hill 

Rachel is responsible for the council’s statutory duties relating to highways, transport, planning, waste and economic development. Overseeing the management and improvement of Worcestershire’s infrastructure, ensuring services are safe, efficient and compliant with national requirements is a big part of the role. Rachel also works with partners to support sustainable growth and strengthen the county’s economy.
 

Strategic Director for Adults and Communities

Mark Fitton 

Mark leads the council’s work across adult social care and community services, ensuring support is effective, compassionate and sustainable. He is accountable for the council’s duties under adult social care legislation, including the Care Act. Mark also ensures the sustainability and quality of adult social care services, working closely with partners to improve outcomes for adults and communities across Worcestershire.

Adam Johnston 

Adam is responsible for children’s social care, education and SEND services, ensuring the council meets its duties to safeguard and support children and young people. He and his service work with partners, schools, children and parent/carers to ensure every child in Worcestershire has the best start in life. 

Chief Financial Officer

Phil Rook 

Phil is the council’s statutory Chief Financial Officer (s151 officer) and is responsible for the strategic financial leadership and direction to the Council, ensuring our finances are well managed, transparent and sustainable. He provides professional financial advice to councillors and senior officers across the council helping the organisation make informed decisions in a challenging financial climate. Phil is also responsible for Worcestershire Pension Fund which have net assets of more than £4 billion.  
 

Assistant Director for Communities, Human Resources and Operational Development and lead for Local Government Reorganisation (LGR)

Hannah Perrott 

Hannah leads the council’s statutory responsibilities as an employer, ensuring we recruit, support and develop a skilled and resilient workforce. She oversees organisational development, workforce planning and employee relations. Hannah also leads the Council’s role in Local Government Reorganisation and leads the delivery of frontline Community services.
 

Director of Public Health

Lisa McNally 

Lisa leads on improving health and wellbeing in Worcestershire.  This includes health improvement services, health protection, community safety and emergency planning.  Her work involves collaborating with NHS partners, local organisations and communities to promote health and  wellbeing across the county.  Lisa's role is focused on the health of both children and adults, as well as providing independent, expert advice to councillors and senior officers on public health matters.  
 

Assistant Director for Legal, Democracy and Governance

Hazel Best 

Hazel is our Statutory Monitoring Officer, responsible for the legal governance of the Council in much the same way as Phil, as the section 151 officer, is responsible for the Council’s finances.  Hazel has a legal duty to ensure the council fulfils its statutory obligations and applies their codes of conduct. This includes investigating and reporting on anything the authority does that has the potential to be an illegal action or any action that might count as maladministration. Hazel manages the legal team and the Committee services team which support the Council’s decision-making meetings and provide support to Members. In addition, Hazel is the County Council Returning Officer for elections. 
 

Salary information

Information relating to salary and pension contributions is available within the Statement of Accounts under Officer Remuneration. The Councils Pay Policy Statement clarifies the County Council's strategic stance on pay in order to provide direction for members and officers making detailed decisions on pay and to provide the citizens of Worcestershire with a clear statement of the principles underpinning decisions on the use of public funds.
