15% Discretionary HAF places for children who need support

The main purpose of this programme is to support children and young people from low-income families, with a focus on those who get benefits related free school meals.

Across the HAF programme, up to 15% of discretionary places can be offered to children who are not benefits-related free school meal eligible.

These places are for children and young people who meet one or more of the following additional criteria:

  • looked after children living in low-income households
  • Young Carers
  • children with an allocated worker who have had an assessment of need
  • children living in low-income households referred by school or professional
  • children from refugee or asylum-seeking families
  • requiring urgent support which has been agreed at funding panel

For more information, see page ‘How to take part in HAF’.

HAF for Free School Meal eligible SEND families

If your child gets benefits-related Free School Meals and are aged between 5 to 16, they are eligible for HAF.

How HAF supports SEND families:

  • all providers clearly list the support they can offer on their activity listings
  • for low level support and adjustments, all providers are expected to support families
  • for children who receive extra support at school, providers can apply for additional funding to offer more support – often extra staff, specific training to help a child, 1:1 support or offering smaller groups
  • for higher level of support and need, there are some specialist HAF Providers

See ‘How to take part’ for more information and how to book.

HAF For SEND families who are NOT Free School Meal eligible

The main purpose of this programme is to support children and young people from low-income families, with a focus on those who get benefits related free school meals.

Children with SEND who are not eligible for benefits related Free School Meals may be able to access HAF through the ‘15% Discretionary’ funding if they meet one or more of the additional criteria in addition to SEND.

For more information see section “15% Discretionary HAF places for children who need support".
